(Crain’s) — UniCare Inc. plans to pull out of Illinois’ health insurance market by yearend, potentially creating an influx of new customers for Blue Cross & Blue Shield of Illinois Inc.

UniCare said in a written statement that all of its 180,000 Illinois members will be guaranteed coverage if they sign up with Chicago-based Health Care Service Corp., Blue Cross’ corporate parent. The replacement coverage will offer “similar benefits and rates” in most cases, the two insurers said.

“Some competitive pressures made it increasingly difficult for UniCare to maintain its high standards for offering affordable products and excellent service that customers in the Illinois market have come to expect, ” a UniCare spokesman said. He said the firm is “financially sound” and capable of paying all financial claims.

The Chicago area’s sixth-largest health insurer by number of enrollees, UniCare is a subsidiary of Indianapolis-based Wellpoint Inc., the nation’s biggest health insurer.

UniCare also is exiting the Texas market, where Health Care Service Corp. has a stronghold with its Texas Blue Cross plan.

Blue Cross has more than 3 million Chicago-area members.

“Like UniCare, HCSC has statewide plans in Illinois and Texas that include among the largest network of physicians and hospitals in the state,” UniCare President Dennis Casey said in a written statement. “We are committed to ensuring that our members have a smooth transition to their new insurance carrier.”

“We know these groups and individuals have a choice to accept our offer,” said Pat Hemingway Hall, CEO of Health Care Service Corp. “Our goal is to make the transition as seamless as possible for UniCare policyholders. We want to earn and keep their business.”

UniCare will continue to serve Illinois customers enrolled in stand-alone products, such as dental, vision and disability plans, and Medicare-related products, a spokesman said.
